Hello everyone, My name is Dave Lynch and I would like to be your Congressional representative for 2008 in Sacramento and Washington D.C. I have a vision of Sacramento as the most desirable place to live in the US; modern with homage to the past, energy efficient, fun, colorful, clean and affordable. With improved public transportation, improved roadway grid, attention to safety issues, funded schools and a healthy dose of collective inspiration, the future looks bright. Together we can make Sacramento a working example of the best America has to offer in 21st Century living through innovation and California knowhow. A harmonious world is required for our mutual
survival.
The Issues:
Sacramento has been my home since 1976, where I started
working at Lew’s Music on K Street while performing in local clubs
and stages around the Northern California area. I have watched this
community grow and struggle as it reaches for its own identity, and
works to secure its citizens both socially and economically.
Here are some of the subject areas I would like to address. Below
are some if the details and my thoughts on action we could and
should be taking.
Local Issues:
1) Ensuring our Levee system meets Federal regulations and
passes the close scrutiny of our own engineers. Bringing in
professionals from Holland might not be a bad idea either.

2) Improving our RT Light Rail System. Bringing the line out to the
Sacramento International Airport is a priority, as is extending it out to
Elk Grove; however it is possible it might be elevated in some areas
to eliminate surface street congestion. This will require some very
big investment. However, if our citizens can't get around, commerce
will slow. With the addition of a security team for late night travel, out
downtown night life might be reachable from the outlying areas.
3) The Roadway System: Our freeways and bridges are in need of
help. Right now I am looking into RT's/Caltrans research and
studies of the current and projected plans to see what is available.
I think as a community, frequent town hall meetings would be very
helpful to share ideas about the options needed to relieve the
congestion we now face. This will be difficult but needed.
4) I would like a full forensic investigation of 9/11; WTC7 This
building fell in less than 6 seconds. Why? I watched the live images
on all major news carriers of the Pentagon, and I did not see
wreckage of a large commercial aircraft always present in a
collision of this type. After reviewing the 911 Commission Report I
am dissatisfied with its assumptions and lack of detail. Further
investigation is required.

5) Impeachment: : I know this is a very difficult subject for some, but
it absolutely must be addressed. I feel this administration has
committed fraud against the United States and the President and
Vice President should be impeached. I do not say this casually. The
world screamed loudly at this administration to not invade Iraq
because it was the wrong act and they did not listen.

Valerie Plame, I believe, constitutes Treason and demands

Federal Issues: not in order of importance, details to follow...
1) The NAFTA Super Highway or NASCO Corridor

This plan would ELIMINATE the US Constitution and put absolute
power in to the hands of the corporations. the SPP, see www.SPP.
gov is an idea who's basic principals are fine, but there sems to be
a darker aspect that includes merging Mexico and Canada with the
US - see the Nasco Corridor/NAFTA Superhighway
3) Iraq and Iran:
We must withdraw from Iraq, and do it soon, but carfully. They are in
civil war and we can not put our troops in the middle of this any
longer. Deals have ben made with Sunni but tension is high as they
do not want a permanant occupier there. See this article

Also, there is a new "Speaker of the House" in Iran who is not a
supporter of president Ahmad Ahmadinejad and may defeat him in
the next election. However, the relgious leader there is one to
negotiate also, and pulling out of Iraq may also calm tensions
through the are. We must keep a close eye on both Iran and Iraq,
but as a finctioning member of the World, not as the Worlds police
or decider.
4) Defense and National Security
5) Education:
Every citizen should be able to get a first class education from
Kindergarten through College without debt. Master degrees and
PhD can be acquired in the current fashion for now, but to crush the
young of our nation with incredible debt cripples us as a nation, and
will ultimately be our downfall, for an uneducated society comes
unglued and will collapse. We need each other, we need to work
together as ONE nation. I can not overstate this need for creating a
system far superior to the No Child Left a Dime policy of this
administration.
We need discipline and accountability at all levels, but accountability
now must start with the White House.
6) American Industry
We must retun to a simpler tax system, and remove the constraining
restrictions on American industry if we are to survive. We can do
this, with the help of green technology, and be safe, cleaner and
more productive than ever, but it MUST be done of we are to get out
of debt and survive the destruction of the Bush administration.
7) Health care:
I absolutely believe we need a single payer health care system
similar to what England, Canada and France are using. There will
always be private health care facilities for those who need to pay for
more I suppose, but if we can have a reasonably successful Public
Library system, Police and Fire Departments, K-12 Educations
systems, all of which see to work reasonably well, it seems that
Health Care should be on the top of the list with National Security
and Education.
8) Environmental Issues:
We must move away from fossil fuels as a power source, and limits
oils use to the production of recyclable products like plastics.

been tireless in his pursuit of the truth on this, which is why we
MUST now move to other, cleaner sources of power.
9) Economy and the Budget
We will put up the national check book and we will pay off this debt,
even if it means pulling back on the support of other nations. It is
time for the world to take some responsibility for itself while we heal
our wounds from what has just happened to us under the current
administration.
I have a persoan credit rating of 825, and a balanced budget is
manditory of we are to succeed into the 21st century.
10) Energy: Oil, Solar, Go-thermal, Wind, Hydrogen and more
11) Abortion and women’s rights
I support a womans right to choose. I do not want the government
involved in the personall affairs or difficult decisions a woman/family
must make on this issue. If abortion is made illegal, it will go
underground as it was in the past, and too many will come to harm.
12) Corporations
Tax law requires corporatin to grow exponentially to avoid loosing
finacial assets in taxes. This must change. Anyone, small business,
corporation or private citizen should not be penalized for saving
money or not being in debt.
13) Small Business
This is the core of American business and must be protected from
the destruction of strip mall takeover and large corporate devouring.
Personally, I am saddned by the endless miles of the same look of
strip malls from one coast to the next. Where is the color and
diversity of the American dream there? It's boring and monotonous
to tears. We can do better than that!
14) Crime
We must have more law enforcement and support for our first
responders.
15) Education
We already pay enough in our taxes to fund free education from
preschool to 4 years of college, but our tax money is so
mismanaged it's criminal.This has to change. An educated society
is a successful society. I would personally love to have Dr. Bill
Cosby as the Secratary of Education!

We need smaller and less intrusive government, and a government
that understands how difficulty it is to earn a dollar. Unfortulatly very
few in DC do. It is time for new representation, not of lawyers and
heads of mega corporations, but of community business owners
and bankers, engineers and farmers, teachers and regular people
who understand what it is to struggle to make rent or a house
payment, to struggle with medical costs or aging parents.

1) The NAFTA Super Highway or NASCO Corridor see www.

The creation of a 10 lane, 400 yard wide, superhighway spanning
the southernmost portion of Mexico, cutting The United States in
half, and terminating in Manitoba, Canada, is already in progress. It
is a project spearheaded by the “Security and Prosperity
Partnership” or SPP. This group’s primary players have included
President George W. Bush, Mexico’s previous president Vincente
Fox, and Canada’s Prime Mister Paul Martin.

This will be the biggest land grab of “Eminent Domain” in U.S.
History. Tens of thousands of families and businesses may loose
their homes, their property and their livelihood. This corridor will
pose a security threat of incalculable proportion by punching a
massive hole in our border providing corporate interests access to
even cheaper labor at the expense and safety of the American public.
The economic threat is rather more hidden, as is betrayed by the
warm and fuzzy “Security and Prosperity Partnership put forth by the
Bush administration. See www.SPP.gov . Container ships from the
Orient and points East previously bound for ports of Seattle,
Portland, Oakland, Stockton, Los Angeles, and San Diego will be
redirected to Southern Mexico, containers will be off loaded, and
shipped on Mexican trucks, as the labor is cheaper, bypassing our
entire West coast. The economic blow to our Longshoreman and
Teamsters, as well as the support infrastructure will be devastating.
In my opinion, with the current political and economic climate, this
would be a serious blow to the already fractured American economy
brought upon us by the NAFTA plan and the export of our industry.
This project must be stopped.
Options: While there are items of interest in the documents such as
border security, avian flu and other pandemics, and other feel good
statements, the needs of the average American citizen lie here at
home in our security, in our economy and in our infrastructure:
roads, bridges, schools, hospitals, utilities, defense,
communications, etc. I would much rather see our national rail
system modernized to something approaching the European or
Japanese standard worthy of the 21st century; Los Angeles to San
Francisco, New York to Chicago, Los Angeles to New York and all
major cities. We need efficient ports and port security, not ports
closed in favor of a “super highway” monitored only with “digital, hi-
tech” security systems. That type of security falls way short of the
hardened borders we need today.
2) The North American Union look at www.SPP.gov
I have concerns about this as it appears that the current
administrations direction for America is completely out of step with
the people and the Constitution. Now, there is a pace called “Myths
and Facts” that should be looked at. What is interesting is that there
are a great many of issues discussed which are of importance and
do need looking into for solutions and resolution. It is the direction
that disturbs me. While that members say that have no interest in a
North American Union and the abolishment of the borders of
Mexico, United States and Canada, the NASCO Corridor ( see www.
nascocorridor.com ) clearly punches a hole in our border at Laredo
Texas and at the Canadian border.
This “NAFTA SUPERHIGHWAY” will be 10 lanes, and 4 football
fields wide (400 yards) with rail access on either side. It will be the
biggest land grab under eminent domain in our nation’s history.
Thousands of us will loose our homes, businesses, schools,
churches, and parks for this TOLL road. It will be corporate owned
and the toll collected goes to private interests.

We need to protect our Sovereignty and rebuild this country FIRST,
before we get into the business of nation building anywhere else,
especially since we are in the quagmire of Iraq at this moment.
3) Iraq and Iran:
President Bush, Dick Cheney and their administration lied to us
about the connection between 9/11 and Saddam Hussein. They lied
about Iraq seeking Yellow cake Uranium. We, the United States,
invaded a country illegally; thousands of American soldiers and
hundreds of thousands of innocent Iraqi civilians have died
because of these lies. Terrorism has been a problem in the world
since the beginning of time. Because we allowed this group (PNAC)
to command our country, this threat has become worse one
hundredfold.
The threat, we are told, is that if we leave Iraq, the terrorists will
follow us here; really? Have we no border security? Oh, right, not
really. Do we monitor every Middle Eastern civilian to see if they are
leaving for US soil to commit an act of terrorism? Would an Islamic
extremist individual so motivated to do so, do it whether were there
or not? Of course. So why should we stay? Our military is spent and
broken. We had better pull back, heal our wounds, and try to begin
to repair the damage with some first class diplomacy. The world
does not see us any longer with a kind eye. Bringing us to that
platform will take a lot of work, and we do need the whole world to
survive at this juncture in time.
4 ) Defense and National Security
a) Currently, with Paul Wolfowitz' Strike First tactic as put forth in the
Project For a New American Century NEO-CON documents still in
place, the world is becoming increasingly more hostile to US
interests, which we are only feeling the beginnings of. Our
mishandling of the war, and our inability to reign in our own
extremists will cause us continued economic grief. Imported oil for
gasoline will never be cheaper as long as we are blowing up
families, villages and infrastructure in the Middle East. Wise and
skilled political negotiation is needed now more than ever.
b) Russia, China and the EU: current crisis:
The Bush administration is hell bent on putting missiles in Poland
and the Czech Republic. This is like holding a gun to the head of
your next door neighbor while saying, “This is for our mutual
protection”.
Vladimir Putin has walked away from the Arms Treaty because of
this; we are quickly slipping back into the cold war. This is
absolutely wrong and unnecessary. Both Russia and the EU have
the ability to deal with Iran should they start causing real trouble.
Additionally, Russia and China, once bitter enemies, have been
engaged in joint military maneuvers. We need these countries as
allies for a plethora of reasons: talent, resources, and exchange or
their rich and diverse culture and history.
Right now China holds more U.S. dollars than we do. The US is
financially “way” overextended, and we need to fix this now.
Bottom Line is, we need Russia as a partner and ally, if we are truly
going to overcome the difficulties of the global economic imbalance
as the US gets back on it’s feet, while dealing with a global terrorist
infestation.

c ) We need much tighter border security. Mexico is a beautiful
country in need of economic reform. They also have a huge crime
problem actually worse than our own. Before we can even consider
easing super strict border security and guest workers, we need far
tighter border control: Better fences, tech surveillance and the
presence of security as in National Guard: more physical presence
in skilled security forces - why else would they be called National
Guard?
Additionally, I question the Constitutionality of a privately owned,
Federally funded militia that does not answer to the People of the
United States. I refer to Blackwater Security. If we have the Army,
Navy, Air Force, Marines, and National Guard, why on Earth would
we need "private" military organization unless they are asked to do
things that require a "no questions asked" policy?
I am sure this is a very dangerous issue, but one that needs to be
discussed no less. I am sure all these individuals are in support of
defending America, it is the implementation and lack of
accountability I question, along with the excessive cost to the
taxpayer; you and I.
Perhaps they will provide protection, from some imaginary foe, for
the Bush family in Paraguay at some time in the future. Why would
they spend all this money for land there? No extradition treaty? See

5) Education:
One of my part time employees has been attending college at
CSUS. She works 2 other jobs too. With her two Bachelors and
Masters degrees under her belt, she has accumulated over
$60,000.00 of education debt, and she is only 25. This is wrong.
How can we put our young, bright talented kids into the world, teach
them what they need to survive and compete in this new world
economy, and saddle them with this incredible debt? Should a
young couple marry, how could the newlyweds even consider
children? Our system must be changed.
When I came to California, college was very affordable. Everyone
had the opportunity for a good education. We want it, and we need it.
Education for all from kindergarten to Bachelors should be provided
at MINIMAL cost. The only way we can be competitive in the world is
if we have an educated society, so let’s put our heads together and
make this a reality ASAP.
6) American Industry:
a. Once, you could travel anywhere in the world, and no matter
what country you were in, an American Made product was revered
because it was built to last. We made the finest quality and
everybody wanted “Made in the USA”. With the advent of NAFTA, we
have created a corporate back door that allows large corporations to
manufacture in countries with a much lower economy at what we
would consider slave labor wages. We need to reinvent American
Industry. We have been the seat of stunning development in
science, engineering and manufacturing as well as in
entertainment, art and literature. But our position is slipping.
b. First, there is no way we will eliminate NAFTA, however, the
loopholes could be modified.
c. Any corporation based in America, who enjoys the benefits of
being defended by the American Military, uses American roads and
infrastructure, and enjoys the robust profit from sales to American
consumers should pay their fair part in taxes just like EVERY small
business owner and every citizen does with their income tax.
d. A company with their main offices off shore, shipping into the
US, will once again be required to pay a modest and reasonable
import tariff.
e. A company with offices within the US employing citizens of a
foreign nation should deduct from their international payroll the
same percentage of income tax, social security, Medicare and any
other taxes applicable as said company enjoys the benefits of
operation on US soil. The benefit to the foreign employee will be a
Social Security check at retirement decreasing the burden on their
home country’s government and community, while also providing a
degree of medial coverage internationally, balancing just a small
part of the smaller economies.
f. The benefits to the US are funds collected that can be used for
infrastructure such as schools, roads, improved and modernized
national rail system, better public transportation, health care and
reducing the national debt and improving our overall cash flow.
g. Modify our regulation and insurance industry, reducing our
overhead, to make it easier to manufacture again in the US while
simultaneously maintaining our environmental standards and
reducing our carbon footprint. This will be difficult, but with the
incredible talent available in the Sacramento community, I am
confidant a plan can and will be created. MUST SEE!!
Free Trade vs. Fair Trade
7) Health care:
Our health care system is terrible. It is so expensive many
Americans, adults and children, go without ANY health services!
Denis Kucinich has a very interesting idea. Merge all the low and
mid level staff, the core of managed health care, now currently
working for the HMO's, to Medicare, funded by the tax collected by
the citizens and the corporations who are finally paying their fair
share of income tax on overseas wages and/or import tariffs, and
eliminating the overpaid CEO's who are cleaning out some 30% of
the cost of our medical services.
8) Environmental Issues
Oil is a finite resource. Once it is burned it's gone forever. We need it
for plastics, and other recyclable uses, so it is imperative we find
other sources of energy to heat our homes and power our vehicles
and industry. It is also one of the biggest problems in the global
warming issue. This is the only planet we have, our nest, and we
absolutely must keep it clean while we progress to an eco friendly
future.

10) Energy: Oil, Solar, Geothermal, Wind, Hydrogen and more
With our current government, as well as our national core structure
entrenched in the oil industry, it will be challenging to move away
from oil as an energy source. However, in addition to Solar, Hydro,
Hydrogen, and biomass power, Geothermal shows huge promise.
We have hot springs and access to this all over California. Take a
look at what Iceland is doing, and how they are helping China!

11) Abortion and women’s rights.
This is one of the most difficult decisions a woman may have to
make. I firmly stand behind the decision of Roe v. Wade in a
womans right to chose. A persons life is a persons life, so let's
keep government and our personal opinion out of others personal
affairs.
12) Corporations:
The proliferation of the large American corporation throughout the
US and abroad has some economic and globally stabilizing
advantages as well as some serious disadvantages.
a) As these mega businesses proliferate worldwide, they create a
global connection that builds bonds of personal and economic
growth and trust, we hope, as it is the responsibility of the board and
it's employees to be our representatives beyond our borders.
b) There a problems, however with the current model.
1. These larger corporations have loopholes to evade and avoid
taxation. This is unfair to the country as a whole. See above
American Industry.
2. The world becomes homogenized with Wall-mart and
McDonald's and we lose precious cultures and history as the beauty
and diversity of these foreign people and lands are gobbled up and
turned into strip malls. This is extinction on a cultural level that must
be addressed.
13) Small Business:
This is the back bone of our nation, and it is becoming increasingly
harder to keep the entrepreneurial doors open. I know, I have owned
and operated a small business for the past 10 years. In the face or
the corporate giant, we must make small business ownership and
operation MUCH SIMPLER if we are to keep America in business.

My concern with this plan is it
will divert all container cargo
ships away from our Western
Ports to Southern Mexico,
bypassing our Longshoreman
and Teamsters, crushing our
seaport industry, already in

Furthermore, it will bring
Mexican trucks deep into the
U.S. Creating even more
dangerous truck traffic.
There is a better way.

those that assist him, and to
those that support him,
offensive and unacceptable.

After reading the bulk of the 911
Commission Report, and finding
that WTC 7 got less than one
paragraph of detail, and its
collapse was avoided, I feel it is
REQUIRED we take another look
at what went on that day.
The SPP is a White House
initiative to enhance relations
between the USA, Mexico and
Canada. In the Myths and Facts
section, they state that this is Not
an attempt to eliminate the
borders and create a North
American Union, however, if you
read the text and mission, in
conjunction with the text of the
new immigration bill with "guest
workers", porous borders, the
NASCO Corridor already in
motion, it is exactly that;
The elimination of the United
States as we know it, to be
replaced by a North American
Union, with primary control by
corporate interests. This is in
direct conflict with the U.S.
Constitution.

Immigration is how America was
founded. The system we have in
place needs work, but it is a good
one It is, however, understaffed and
overworked and apparently
mismanaged.
It's time we have a discussion with
our dedicated immigration staff
and get their perspective and find
out what they need to get the job
done.
I am concerned with the current
Guest Worker program.
If a guest worker wrecks your car,
who pays the claim?
If a guest worker becomes seriously
ill and needs hospitalization, who
pays the bill?
We do. By it, the taxpayer
subsidises low cost workers. I
oppose the guest worker program in
it's current form.
It is economically/socially
detrimental for the US and would
cost us billions of dollars to support.
It would be less expensive to
subsidize farm labor with college
credit and minimum wages than to
under pay a "second class
non-citizen", It seems unfair.
Immigration is an important step to
bringing in new talent and culture
to our country, but we need to assist
Legal immigrants more quickly,
and sort through the Illegals in a
fair and responsible way.

This is a No-conservative think tank
